On November 7, 2005, it was my honor
to present the Missouri Association of Mutual Insurance Companies (MAMIC) "Fire
Department of the Year Award", at their annual convention. I personally commend
MAMIC for their insight in acknowledging the importance for communities to have
progressive fire protection organizations through this award. This year, North Central Carroll Fire Protection District, headed by Chief Billy Smith, has been named "2005 Fire Department of the Year". This all volunteer organization is located in Carroll County. Since its formation in 1986, the district has been recognized for its proactive and progressive approach to ensure a high level of professionalism and trained personnel. These characteristics were key factors in MAMIC's selection process for this award. This organization sought special funding through the Federal Assistance to Firefighter's Grant program by successfully submitting proposals in 2003 and 2004. Through this program the district received $70,000 to upgrade personal protective equipment, communication equipment and various related suppression equipment. At this time a proposal for the 2005 grant has been submitted seeking another $70,000 to purchase extrication equipment and air packs for their rescue unit. In addition, Chief Smith is a strong advocate of training and requires the firefighters to meet twice a month for training purposes. Chief Smith is a member of the Carroll County Fire Chief's Association who meet on a regular basis working together to develop and implement a strategic plan that will be an asset to fire protection within the county as a whole. The vision, dedication and accomplishments within the North Central Carroll Fire Protection District was without question acknowledged by MAMIC through their selection as "2005 Fire Department of the Year".
