IFSTA Essentials of Fire Fighting and Fire Department
Operations, Fifth Edition
Course Instructor Requirements

Awareness and Operations Course Requirements

  1. This curriculum is designed to be delivered in conjunction with a Fire Fighter I & II course using the IFSTA Essentials of Fire Fighting and Fire Department Operations, Fifth Edition.

  2. The host agency must complete and submit an "Application for Hazardous Materials Course Delivery" (download format: MSWord or .pdf) form to the Division of Fire Safety prior to course delivery.

  3. Course instructor requirements:
         a.  Certified by the Division of Fire Safety at the Operations level
         b.  Certified by the Division of Fire Safety as Fire Service Instructor I
              or higher
         c.  An Application for "Hazardous Materials Evaluator Confirmation"

              (download format: 
    MSWord or .pdf) must be received by the Division of
              Fire Safety no less than 72 hours prior to the start of the approved course.

  4. Students must complete and pass the course practical skills evaluation administered by a DFS approved evaluator immediately at the conclusion of the course in order to be considered for state certification through the Missouri Division of Fire Safety.  The course instructors CAN NOT serve as a practical skills evaluator for the course they delivered.

Course Instructor Requirements

Awareness Course Requirements

  2. Only courses meeting NFPA 472-2008 will be approved for delivery.

  3. The following courses are currently approved by the Division of Fire Safety for delivery:
         a.  University of Missouri Fire & Rescue Training Institute's Hazardous
              Materials Initial Response:   Awareness
         b.  University of Missouri Fire & Rescue Training Institute's Hazardous
              Materials Initial Response:   Awareness course online at www.mufrti.org

  4. Course instructor requirements:
         a.  Certified by the Division of Fire Safety at the Awareness level
         b.  Attendance at a University of Missouri Fire & Rescue Training Institute's

              Awareness Train-the-Trainer class presented after 9/1/2009.

Operations Course Requirements

HAZARDOUS MATERIALS OPERATIONS SKILL
EVALUATOR REQUIREMENTS

Assignment of Certification Examination Evaluators

  1. The assignment of the Lead Evaluator for a specific Hazardous Materials Operations Practical Skills exam is determined by the Division of Fire Safety.

  2. ALL students taking an approved Hazardous Materials Operations Course must complete and pass the Division of Fire Safety's practical skills evaluation conducted by a DFS approved evaluator at the conclusion of the course in order to be considered for state certification through the Missouri Division of Fire Safety.  The course instructors CAN NOT serve as a practical skills evaluator for a course they delivered.

To serve as a Division of Fire Safety Evaluator for Hazardous Materials Operations Practical Skills certification evaluation, individuals must meet the following criteria:

  1. Serves as an instructor for an approved agency; however, cannot have served as the instructor for the course to be tested.

  2. Be certified by the Division of Fire Safety as a Fire Service Instrucor I or higher.

  3. Be certified by the Division of Fire Safety at the level he or she is evaluating.  For example, in order to evaluate Hazardous Materials Operations level, certification must be at the Hazardous Materials Operations level.

  4. Has attended a Division of Fire Safety Certification Evaluator Seminar or has attended a University of Missouri Fire & Rescue Training Institute's Operations Train-the-Trainer class presented after 9/1/2009.

  5. Agrees to abide by all of the rules and conditions stipulated by the Division of Fire Safety.

  6. Agrees to and signs an "Evaluator Code of Ethics" for each exam administered.

  7. Written certification exams will be adminstered by full time Division of Fire Safety employees as assigned and approved by the Deputy Chief of the Training and Certification Unit.
