The Missouri Division of Fire Safety has been assigned the duty of enforcing the laws governing the sale and use of fireworks, licensure of individuals responsible for the detonation of fireworks for special displays, as well as the inspection of sites where fireworks are sold or displayed.

This includes:

PERMITS FOR SALE OF FIREWORKS
Any Manufacturer, Distributor, Wholesaler, Jobber or Seasonal Retailer of fireworks in Missouri is required to have an operating permit issued by the Division.

PERMITS FOR SPECIAL FIREWORKS DISPLAYS
Any municipality, fair associations, amusement parks, organizations, persons, firms or corporations may be granted a permit for display or proximate fireworks by the Division.

LICENSES FOR FIREWORKS SHOOTERS
Any person who supervises, manages, or directs the discharge of outdoor display fireworks is a LICENSED OPERATOR; and
An individual who has responsibility for pyrotechnic safety and who controls, initiates, or otherwise creates special effects for indoor fireworks shows is a PYROTECHNIC OPERATOR.   Each must be approved and licensed by the Division.
